Use any back link software which shows enough metrics for each backlink. It will help you to sort out those which may help you with your rankings.

All in all a quality backlink is a backlink that is natural, it means it was posted because someone wanted to recommend or share your website. Or at least it looks like that. So you should make your content sharable, so people would want to share it or quote it or recommend it to the other users. Also you can use social media and guest posts.

BTW, most paid links do not look like natural. All in all you should never give money for a natural link.
