U.S. Drone Policy: Obama Seeking To Influence Global Guidelines

(Repeats with no change)

By Tabassum Zakaria

WASHINGTON, March 17 (Reuters) - President Barack Obama, who vastly expanded U.S. drone strikes against terrorism suspects overseas under the cloak of secrecy, is now openly seeking to influence global guidelines for their use as China and other countries pursue their own drone programs.

The United States was the first to use unmanned aircraft fitted with missiles to kill militant suspects in the years after the Sept. 11, 2001, attacks on New York and Washington.

But other countries are catching up. China's interest in unmanned aerial vehicles was displayed in November at an air show. According to state-run newspaper Global Times, China had considered conducting its first drone strike to kill a suspect in the 2011 murder of 13 Chinese sailors, but authorities decided they wanted the man alive so they could put him on trial.

"People say what's going to happen when the Chinese and the Russians get this technology? The president is well aware of those concerns and wants to set the standard for the international community on these tools," said Tommy Vietor, until earlier this month a White House spokesman.

As U.S. ground wars end - over in Iraq, drawing to a close in Afghanistan - surgical counterterrorism targeting has become "the new normal," Vietor said.

Amid a debate within the U.S. government, it is not yet clear what new standards governing targeted killings and drone strikes the White House will develop for U.S. operations or propose for global rules of the road.

Obama's new position is not without irony. The White House kept details of drone operations - which remain largely classified - out of public view for years when the U.S. monopoly was airtight.

That stance is just now beginning to change, in part under pressure from growing public and Congressional discomfort with the drone program. U.S. lawmakers have demanded to see White House legal justifications for targeting U.S. citizens abroad, and to know whether Obama thinks he has the authority to use drones to kill Americans on U.S. soil.

On Friday, a three-judge federal appeals court panel unanimously ruled that the CIA gave an inadequate response to a lawsuit brought by the American Civil Liberties Union seeking records about drone strikes. The CIA had said it could neither confirm nor deny whether it had drone records because of security concerns.

The judge who wrote the ruling noted that the president had publicly acknowledged that the United States uses drone strikes against al Qaeda.

LETHAL ACTION

Strikes by missile-armed Predator and Reaper drones against terrorism suspects overseas began under former President George W. Bush and were expanded by Obama.

The ramp-up started in 2008, the last year of Bush's term, when there were 35 air strikes in Pakistan, and escalated under Obama to a peak of 117 in 2010, according to The Long War Journal ( http://www.longwarjournal.org/pakistan-strikes.php ).

That jump in use of armed drones resulted from the authorization to use "signature" strikes, which allowed targeting terrorism suspects based on behavior and other characteristics without knowing their actual identity, a U.S. official said on condition of anonymity.

Caitlin Hayden, a spokeswoman for the White House National Security Council, said the administration is committed to explaining to Congress and the public as much as possible about its drone policies, including how decisions to strike are made.

"We are constantly working to refine, clarify, and strengthen the process for considering terrorist targets for lethal action," Hayden said.

The administration recognizes "we are establishing standards other nations may follow," she said.

James Lewis, a senior fellow at the Center for Strategic and International Studies think tank, said other countries, including Russia, have unarmed reconnaissance drones. China says it has an armed drone, but "we don't know if it works," he said.

"Getting agreement on the applicability of existing humanitarian law to the new technologies is crucial," he said, because China and Russia do not endorse applying laws of armed conflict to new military technologies.

One of the Obama administration's goals is to "regularize" the drone program, making it more a part of accepted U.S. practice in the future, Lewis said. "This is going to be part of warfare."

While the Obama administration moves toward refinement and transparency of standards, drone strikes continue to spark outrage in countries where they are conducted. Washington has sought to portray civilian casualties from drone strikes as minimal, but groups collecting data on these attacks say they have killed hundreds of civilians.

A U.N. human rights investigator who is looking into drone strikes worldwide said on Friday the U.S. campaign had violated Pakistan's sovereignty.

INTERNAL DEBATES

One focus of U.S. officials' internal debate is whether to shift drone operations to the Pentagon from the CIA.

That would allow the CIA to return to more traditional operations of espionage and intelligence analysis, and put the killing of terrorism targets in the hands of the military.

It would probably be a "phased approach" that would account for differences in the threat and political sensitivities, said a second U.S. official. "There would have to be some tailoring."

In Pakistan, where the U.S. military is not in ground combat, the Obama administration would probably not want drone strikes to appear as being conducted by the military.

In Yemen, there may not be the same sensitivities. U.S. military personnel are on the ground working with Yemenis in counterterrorism operations.

The United States has also carried out drone strikes in Afghanistan, Iraq, Libya and Somalia.

"I think if they moved it, not as a covert action program, but one of the tools of the warfighter, then the result of it is probably going to be more public exposure about what they are doing," Stephen Hadley, national security adviser under Bush, said.

The "center of gravity" in internal administration debates is the goal of greater consistency on how drone strikes are managed, decided upon, and executed, the second official said. (Editing by Warren Strobel and Mohammad Zargham)

'Battle For The Elephants' Follows Global Ivory Trade And Its Effect On Vulnerable Species (VIDEO)

A new special from National Geographic Television and PBS explores the brutal ivory trade and its effect on Africa's elephant populations. "Battle for the Elephants," which airs February 27 on PBS, follows journalists Bryan Christy and Aidan Hartley as they track the ivory trade from Tanzania to China.

"You can smell it; it’s almost like dried blood," Hartley described while visiting the world's largest stockpile of ivory tusks in Dar es Salaam, Tanzania. Walking among 90 metric tons of ivory valued at $50 million, he added, "There is the smell of death in here. All of these are confiscated trophies."

Writer, producer and director John Heminway said in a press release, “If the current situation remains the status quo, we are facing the very real possibility that elephants living in the wild will go extinct in the coming decades." He added, "The market for smuggled ivory is too lucrative for poachers to resist, and our research suggests demand for ivory in China is only going to rise.”

The International Union for Conservation of Nature's Red List of Threatened Species classifies African elephants (Loxodonta africana) as "vulnerable." According to the organization, illegal hunting remains a factor in areas like Central Africa, but "the most important perceived threat is the loss and fragmentation of habitat."

National Geographic notes in the press release that "Battle for the Elephants" was funded in part by billionaire businessman David Koch. Koch was among a number of celebrities in attendance at a February screening of the special. He has abstained from hunting "since 1965 because of his sympathy for animals," reported The New York Times.

Although the Washington Post reports Koch's $35 million donation to the National Museum of Natural History in 2012 was the fifth-largest single donation in Smithsonian history, the oil executive has faced criticism for his environmental stances and for shrugging off climate science.

The underworld of illegal ivory trafficking was also explored last year in the Discovery Channel's "Ivory Wars." Discovery producers went undercover in a market in Kinshasa, Democratic Republic of the Congo. The show's narrator explained, "it may already be too late" for elephants in the DRC, "thanks to deforestation, consumption of elephant meat and a lax policy on ivory sales."

"Battle for the Elephants" premieres on PBS on Wednesday, February 27 at 9PM EST.

Central Bankers At Crossroads As Global Economy Continues Sluggish Growth

* Draghi, Carney to hog spotlight

* ECB, BOE firmly on hold but unease stir over euro strength

* Trade data eyed for signs of reviving global demand

By Alan Wheatley, Global Economics Correspondent

LONDON, Feb 3 (Reuters) - Central banking is in a state of flux as policymakers from Tokyo to Washington ditch prevailing orthodoxies to try to grab a bigger share of a slow-growing global economic pie.

That's why the focus this week will be on what European Central Bank (ECB)Governor Mario Draghi has to say about the strength of the euro and what Canadian central bank chief Mark Carney might have in mind when he succeeds Mervyn King at the Bank of England (BOE) in July.

Draghi holds a news conference on Thursday after an ECB policy-setting meeting. On the same day, with delicious timing, Carney will be wrapping up testimony to British lawmakers just as the BoE announces the results of its own policy meeting.

The unanimous verdict of economists polled by Reuters is that neither bank will change its stance. The environment, however, is shifting, presenting both with unwanted challenges.

The ECB must keep a close eye on the euro, which has risen to a 14-month peak against the dollar and a 30-month high against the yen, reflecting the Federal Reserve's promise to keep buying bonds until U.S. unemployment falls much farther and the Bank of Japan's plan for a much looser monetary policy.

Exchange rates have much less of an impact on trade volumes than the state of external demand.

But, with global growth languishing, the relative performance of euro zone exporters will take a hit, said Daniel McCormack, a strategist at Macquarie in London.

"The euro could well be starting to cause a bit of pain already. It's moved up significantly, and in the context of what Japan's doing and the Fed's desire to get the dollar down or keep it low, it will have some impact," he said.

WHAT MIGHT THE ECB DO?

France has already complained about the euro's climb and Germany has blamed Japan for encouraging a weaker yen.

But Goldman Sachs said an ECB rate cut in response to a rising euro was still some way off, not least because the currency's vigour was largely due to improving economic and financial news from the euro zone.

The bank's economists did acknowledge, however, that the risks to its forecast that rates will stay on hold in 2013 were skewed to the downside.

"While global growth is picking up and demand growing, concerns about appreciation may be muted. But a strengthening euro in a stagnant global economy is likely to prompt questions about where the 'pain threshold' of German exporters to the level of the euro exchange rate lies," they said in a report.

Like the dollar, sterling has also fallen to a 14-month low against the euro.

British policymakers view a weaker pound as part of the solution to reviving the economy, which stagnated in 2012, and Goldman is among those who expect continued depreciation given the prospect of a more innovative and expansionary monetary policy under Carney.

McCormack reckons the shortfall in Britain's potential output that has opened up due to the recession is so great that the BOE might not need to contemplate tightening until 2018 - a full decade after the financial crisis climaxed.

But he said it was debatable whether Carney would prevail with his suggestion of targeting nominal gross domestic product, which implies permitting a temporary overshoot of inflation to allow growth to catch up.

"Most central bankers at the end of the day are in favour of strict inflation targeting. So he'll face a lot of intellectual pushback if he tries to get that through. But clearly there's the potential for some significant policy innovations once he's on board because he'll want to make his mark," McCormack said.

TRADE POLICY AND DATA IN SPOTLIGHT

Central banks are not alone in rummaging around for new ways to spur growth.

European Union leaders, who hold a summit on Thursday devoted mainly to the bloc's budget, are expected to call for maximum efforts to reach a series of bilateral free trade pacts to lower tariffs and cut red tape throttling exports.

The prospects for talks with the United States and Canada are still up in the air, but leaders are likely to endorse an early start to talks with Japan, according to diplomats.

Trade figures happen to be the core of this week's global economic releases.

Britain's gaping goods deficit is forecast to show a small improvement, due in part to sterling's weakness.

China's imports are projected to leap, which would bode well for world growth.

But, like most early-year data from Asia, interpretation will be treacherous because of calendar distortions: Lunar New Year, when factories in China close en masse, falls this year on Feb. 10, while last year the week-long holiday was in January.

America is likely to show a narrower trade deficit in December. Improving net exports would reinforce the view that the unexpected dip in GDP last quarter was due to fleeting factors and not the harbinger of a trend.

Bruce Kasman, an economist with JP Morgan in New York, said after Friday's good-but-not-great January jobs report that the economy was on track to expand about 2 percent this year despite fiscal drag that would lop at least 1.5 percent off growth.

Kasman said he was heartened by solid gains in labour income in recent months. Risks of a break-up of the euro, a hard landing in China and a plunge off the fiscal cliff in the United States had also been avoided.

All this pointed to steady if unspectacular U.S. growth.

"We don't have by any means the kind of growth that we would like, but we are setting ourselves up for a world where there's less risk and more sustainability," Kasman said on a conference call.

Samuel Yirga: Guzo (Real World)
Ethiopian jazz pianist Samuel Yirga faced plenty of obstacles from stringent Western-focused teachers at Addis Ababa's Yared School of Music, but his love of his homeland's retro Ethio-jazz won out. His classical sensibilities fused with the native folk sound has made this young artist one of the most exciting and innovative jazz players in the world.

Kayhan Kalhor & Ali Bahrami Fard: I Will Not Stand Alone (World Village)
Iran's top kamancheh (Persian spiked fiddle) player continued to push the boundaries of classical Persian music on this outstanding duet with hammered bass santourist Ali Bahrami Fard. Introducing his custom-made shah kaman, Kalhor leads on this spellbinding improvisational effort focused on Persian folk and a Kurdish melody thrown in for good measure.

The Touré-Raichel Collective: The Tel Aviv Session (Cumbancha)
A chance meeting at an airport allowed Israeli pianist/composer Idan Raichel to meet one of his musical heroes, the Malian guitarist Vieux Farka Touré. The Tel Aviv Session, recorded on a whim after Raichel invited Touré to perform in Israel, is a masterful improvisation that only musicians of the highest caliber (and respect) could have offered.

Fatoumata Diawara: Fatou (Nonesuch)
The Malian-born Fatoumata Diawara stunned the planet with this jaw-dropping gem of a record. Having had recorded with Oumou Sangaré and Orchestre Poly-Rythmo de Cotonou, her debut is an acoustic juggernaut of simplicity and style, all of which she makes her own.

Fanga & Ma?lem Abdallah Guinéa: Fangnawa Experience (Strut)
Curated as part of the Festival Détours du Monde in Montpelier, France, the French Afrobeat collective Fanga were tasked to create a show with Moroccan Gnawa master Abdallah Guinéa. It went so well they cut one of the most unique African fusion albums ever. A socially-driven album as much as sonic experience, hearing krakebs truck along underneath a beatific cliff of brass is something you've never quite heard until now.

Norah Jones: Little Broken Hearts (Blue Note)
After cutting a few tracks in Brian Burton's studio in 2009, the man known as Danger Mouse and Norah Jones shelved the project until completing work on Burton's Italian noir record, Rome. Giving Jones a darker, richer sound than previously heard, the subtle tweaking of the low end and tasteful vocal effects makes Little Broken Hearts her furthest reaching, and most pleasing, effort to date.

Niyaz: Sumud (Six Degrees)
The Persian electronica trio comprised of Azam Ali, Loga Ramin Torkian and Carmen Rizzo has consistently gotten better with time. Their third outing, Sumud, explores the music of conflict regions across the Middle East, including Kurdish Turkey. Where poetry meets sound, Rizzo's punchy beats and throbbing bass lines beautifully underlie Ali's unearthly vocals and Torkian's brilliant string playing.

Dr John: Locked Down (Nonesuch)

In retrospect, having the Black Keys' Dan Auerbach produce and perform on a Dr John album seems like a no-brainer. But it wasn't until it actually happened that we understood how New Orleans' musical legend could have sounded even bluesier and rocked harder than ever before. At 72, there's no slowing his genius down.

Céu: Caravana Sereia Bloom (Six Degrees)
The young Brazilian singer's existential ode to travel added psychedelic flourishes to this bossa nova and samba innovator's repertoire. Harking back to her lifelong love of reggae and mixing in touches of Os Mutantes and Tropicália, Céu continues to be a force to be reckoned with--and enjoyed, immensely.

Bomba Estéreo: Elegancia Tropical (Soundway)
Bogotá, Colombia's electro-cumbia pioneers turned up the kick drum and amplified the synthesizers on their latest and elegant outing. Simón Mejía's artful beatmaking provides the perfect soundtrack for the pure fuego of Liliana Saumet's lyricism. Few bands can translate electronica live like this.
