John Boehner, Sen. Bob Corker Diverge On Tax Deal With President Obama

WASHINGTON -- Sharp differences emerged on Sunday between House and Senate Republicans over the prospect for a budget deal with President Barack Obama, with House Speaker John Boehner (R-Ohio) insisting that "the talk about raising revenue is over" even as Sen. Bob Corker (R-Tenn.) said that the GOP is open to increasing tax receipts by closing loopholes.

"I think there, by the way, is a chance on a deal," Corker told Fox News' Chris Wallace. "I think the president is saying the right things. We have an opportunity over the next 4 to 5 months."

"I think Republicans, if they saw true entitlement reform, would be glad to look at tax reform that generates additional revenue. And it doesn't mean creeping rates, it means closing loopholes. It also means arranging our tax system so we have economic growth. And I think we have been saying that from day one."

Other Republicans, however, would not even echo Corker's comments on the same day. Speaking to ABC News' Martha Raddatz, Boehner rejected any deal that includes higher tax revenue.

"The president believes that we have to have more taxes from the American people. We're not going to get very far," Boehner said. "The president got his tax hikes on January 1. The talk about raising revenue is over. It's time to deal with the spending problem."

Boehner, however, acknowledged that the prospect of a "crisis" over the debt is a long-term issue, not an immediate pressing threat. Other Republicans, including House Budget Committee Chairman Paul Ryan (R-Wis.) have characterized the federal budget deficit and debt as a much more imminent danger to the health of the American economy.

“We do not have an immediate debt crisis -- but we all know that we have one looming,” Boehner told ABC. “And we have one looming because we have entitlement programs that are not sustainable in their current form. They’re going to go bankrupt.”

Shortly after the ABC interview aired Sunday, Boehner's press office released a excerpts of the interview that omitted Boehner's acknowledgment that there is no "immediate" debt crisis.

On CBS, Bob Schieffer highlighted Boehner's comments and asked Ryan whether the government faces an immediate debt crisis. Ryan acknowledged that it does not, but warned about an economic calamity if one happens.

"America is still a step ahead of the European nations who are confronting a debt crisis, of Japan. it's partly because of our resilient economy, our world currency status," Ryan said. "So we do not have a debt crisis right now, but we see it coming. We know it's irrefutably happening."

The type of crisis that is happening in Greece, however, is extremely unlikely to occur in the United States. Unlike Greece, the U.S. borrows money in its own currency, giving it far greater power over its creditors. The long-term threat posed by the government's debt is inflation or increasing interest rates -- problems that could eventually create a drag on economic growth, but which would not result in abrupt shocks to the economic system.

"Republicans want to see a 75-year solution to entitlements," Corker said.

A host of conservative figures criticized Obama this week for telling ABC's George Stephanopoulos that there is no immediate budget crisis.

Social Security currently enjoys a $2.7 trillion surplus, enough to fund the program through 2033 without any changes. Medicare's finances are less robust as a result of the uniquely expensive American health care system. Health care costs in the U.S. are roughly double the rate per person in Canada and the U.K.

But the system has years to be reformed before benefits or taxes would need to be increased, and there is no evidence that long-term health care costs are spooking investors in the present day. The severity of the American federal debt problem is measured by the interest rate on U.S. Treasury bonds. The bigger the debt problem, the higher the interest rate that investors demand to be paid for taking on the risk of buying Treasury bonds. Interest rates on Treasury bonds have been near record lows for years.

Clarification: A previous version of this article referenced Sen. Corker's comments about the long-range finances of Medicare and Social Security and indicated that Corker agreed with Boehner's assessment that the deficit is not an "immediate" problem. Corker's staff told HuffPost he believes entitlements are a long-run budgetary problem that pose an immediate crisis.

Emma Watson On '50 Shades' Rumor: 'Who Here Actually Thinks I Would Do 50 Shades Of Grey As A Movie?'

All hail Emma Watson. The erstwhile Hermione Granger took to Twitter on Saturday night to dispel any notion that she might star in the upcoming adaptation of the S&M novel "Fifty Shades Of Grey," and did it with style:

Smiley face emoticon, Indeed. The latest rumor about Watson playing Anastasia Steele in the big screen take on E L James' popular novel trilogy sprouted up thanks to a Twitter account with possible ties to the hacker-activist group Anonymous. The Twitter handle posted documents stolen from German film studio Constanin that mentioned the 22-year-old actress as possible star. (Gossip Cop debunked that claim, noting that Watson is only on the producers' wish list.)

This isn't the first time Watson has been rumored for "Fifty Shades of Grey." The idea that she could star in the film first began circulating last summer, but Watson was quick to shoot the reports down.

"I haven't read the book, I haven't a read a script, nothing," Watson told EW.com in July of 2012. "There are so many movies you become attached to when I've literally never even received a phone call. It was the same way with 'The Girl With the Dragon Tattoo' –- I never even saw a script!"

For now, "Fifty Shades of Grey" remains without a leading actor, actress or director. Universal and Focus Features hope to release the film during the summer of 2014, however, so expect some movement on those fronts soon. For what it's worth, screenwriter Kelly Marcel said earlier this year that she felt the film would receive an NC-17 rating.

Is Yahoo traffic better than Google traffic?

I have been receiving a number of hits on my sites recently from Yahoo and have noticed a large conversion percentage, so I did some musing as to why Yahoo traffic might convert better;
This is an ad that I inserted!
1 - Google is the search engine for the masses so everyone uses it and the majority of your hits will just be "surfers", looking for something interesting and staying on sites for 0-5 seconds

2 - Yahoo users are probably a bit more descerning Internet users and are more likely to be looking for what they find and consequently stay on the site for longer, and may well convert

3 - Yahoo users may be of a breed who have become disheartened by all the rubbish that Google tries to force on users and are after a search engine that just gives results, so they use Yahoo to find your site and are serious about what they click on

Nonetheless, I have seen a marked increase in my conversion rate and I will no longer rule out Yahoo as a powerful search tool for my websites

Kate Middleton Gets Heel Stuck In Grate During St Patrick's Day Parade (PHOTOS)

Even royals can't avoid the pesky pitfalls that come with wearing high heels.

Kate Middleton attended the rainy St. Patrick's Day parade at the Aldershot Barracks today, looking absolutely stunning in a green Emilia Wickstead dress coat (the same one she wore last year!), a black hat, the Queen Mother's gold shamrock brooch and Emmy pumps. The only hitch? The duchess nearly fell in her trusty black heels when they got stuck in a grate.

Colonel of the Regiment Prince William, dressed in ceremonial uniform, seemed to giggle while a soldier stood still in salute as Kate was forced to bend down and pull her stiletto out of the drain. Thankfully, it was only a minor malfunction and the Duchess of Cambridge was able to get back to her official duty of presenting sprigs of shamrocks to the 1st Battalion Irish Guards.

Naturally, much of the attention focused on Kate's growing baby bump, which was just barely visible under her pre-pregnancy coat. The 31-year-old reportedly even gave a little insight into the desired sex of the baby during a chat with a soldier in the Guardsmens' cookhouse, according to Guardsman Lee Wheeler:

"I was talking to her about the baby, of course. I asked her, 'Do you know if it's a girl or boy?', and she said, 'Not yet.' She said, 'I'd like to have a boy and William would like a girl'. That's always the way."

U.S. Drone Policy: Obama Seeking To Influence Global Guidelines

WASHINGTON, March 17 (Reuters) - President Barack Obama, who vastly expanded U.S. drone strikes against terrorism suspects overseas under the cloak of secrecy, is now openly seeking to influence global guidelines for their use as China and other countries pursue their own drone programs.

The United States was the first to use unmanned aircraft fitted with missiles to kill militant suspects in the years after the Sept. 11, 2001, attacks on New York and Washington.

But other countries are catching up. China's interest in unmanned aerial vehicles was displayed in November at an air show. According to state-run newspaper Global Times, China had considered conducting its first drone strike to kill a suspect in the 2011 murder of 13 Chinese sailors, but authorities decided they wanted the man alive so they could put him on trial.

"People say what's going to happen when the Chinese and the Russians get this technology? The president is well aware of those concerns and wants to set the standard for the international community on these tools," said Tommy Vietor, until earlier this month a White House spokesman.

As U.S. ground wars end - over in Iraq, drawing to a close in Afghanistan - surgical counterterrorism targeting has become "the new normal," Vietor said.

Amid a debate within the U.S. government, it is not yet clear what new standards governing targeted killings and drone strikes the White House will develop for U.S. operations or propose for global rules of the road.

Obama's new position is not without irony. The White House kept details of drone operations - which remain largely classified - out of public view for years when the U.S. monopoly was airtight.

That stance is just now beginning to change, in part under pressure from growing public and Congressional discomfort with the drone program. U.S. lawmakers have demanded to see White House legal justifications for targeting U.S. citizens abroad, and to know whether Obama thinks he has the authority to use drones to kill Americans on U.S. soil.

On Friday, a three-judge federal appeals court panel unanimously ruled that the CIA gave an inadequate response to a lawsuit brought by the American Civil Liberties Union seeking records about drone strikes. The CIA had said it could neither confirm nor deny whether it had drone records because of security concerns.

The judge who wrote the ruling noted that the president had publicly acknowledged that the United States uses drone strikes against al Qaeda.

LETHAL ACTION

Strikes by missile-armed Predator and Reaper drones against terrorism suspects overseas began under former President George W. Bush and were expanded by Obama.

The ramp-up started in 2008, the last year of Bush's term, when there were 35 air strikes in Pakistan, and escalated under Obama to a peak of 117 in 2010, according to The Long War Journal ( http://www.longwarjournal.org/pakistan-strikes.php ).

That jump in use of armed drones resulted from the authorization to use "signature" strikes, which allowed targeting terrorism suspects based on behavior and other characteristics without knowing their actual identity, a U.S. official said on condition of anonymity.

Caitlin Hayden, a spokeswoman for the White House National Security Council, said the administration is committed to explaining to Congress and the public as much as possible about its drone policies, including how decisions to strike are made.

"We are constantly working to refine, clarify, and strengthen the process for considering terrorist targets for lethal action," Hayden said.

The administration recognizes "we are establishing standards other nations may follow," she said.

James Lewis, a senior fellow at the Center for Strategic and International Studies think tank, said other countries, including Russia, have unarmed reconnaissance drones. China says it has an armed drone, but "we don't know if it works," he said.

"Getting agreement on the applicability of existing humanitarian law to the new technologies is crucial," he said, because China and Russia do not endorse applying laws of armed conflict to new military technologies.

One of the Obama administration's goals is to "regularize" the drone program, making it more a part of accepted U.S. practice in the future, Lewis said. "This is going to be part of warfare."

While the Obama administration moves toward refinement and transparency of standards, drone strikes continue to spark outrage in countries where they are conducted. Washington has sought to portray civilian casualties from drone strikes as minimal, but groups collecting data on these attacks say they have killed hundreds of civilians.

A U.N. human rights investigator who is looking into drone strikes worldwide said on Friday the U.S. campaign had violated Pakistan's sovereignty.

INTERNAL DEBATES

One focus of U.S. officials' internal debate is whether to shift drone operations to the Pentagon from the CIA.

That would allow the CIA to return to more traditional operations of espionage and intelligence analysis, and put the killing of terrorism targets in the hands of the military.

It would probably be a "phased approach" that would account for differences in the threat and political sensitivities, said a second U.S. official. "There would have to be some tailoring."

In Pakistan, where the U.S. military is not in ground combat, the Obama administration would probably not want drone strikes to appear as being conducted by the military.

In Yemen, there may not be the same sensitivities. U.S. military personnel are on the ground working with Yemenis in counterterrorism operations.

The United States has also carried out drone strikes in Afghanistan, Iraq, Libya and Somalia.

"I think if they moved it, not as a covert action program, but one of the tools of the warfighter, then the result of it is probably going to be more public exposure about what they are doing," Stephen Hadley, national security adviser under Bush, said.

The "center of gravity" in internal administration debates is the goal of greater consistency on how drone strikes are managed, decided upon, and executed, the second official said. (Editing by Warren Strobel and Mohammad Zargham)

which should i start( php OR asp.net)?

.NET is more object-oriented than PHP (so, in programming paradigm .NET is better), but if you are going to spread your web-application on your own web-farms you have to buy licenses for all machines with Windows Server. Nevertheless, with clouds coming up, these problem partially will be solved.

PHP was more popular because every webhoster supported php (IMO the main reason is/was => it's free)

c# is OOP
php CAN but isn't required to be OOP, so it's IMO easier to learn it.

I learned c#, visual basic in the school and in my job, but i prefered php because forums became my hobby and i had to learn it.

Now i'm sticking with php because i'm much more familiar with it.
Sometimes i miss the good old days, because the .net framework has provide many great things (e.g. classes) which aren't available in php. You need to code it yourself or choose one of the many available frameworks.

I could sit and read the article published today by conductor Bill Eddins every hour, on the hour and not get tired of it. It is just that good. Eddins’ post is in response to one of the most egregious acts of an Emperor parading around in the buff in as long of a time as I can remember.

Initially, today’s post was going to address the imperial streaking, but Eddins says everything I wanted to say but with far more panache; so there’s no sense in serving up ground chuck when there’s filet mignon with your name on it. Bon appetit.

Rapper Tone Loc Collapses On Stage In Iowa

DES MOINES, Iowa — Rapper Tone Loc collapsed on stage while performing in Iowa this weekend.

Loc, whose real name is Anthony T. Smith, collapsed after finishing a song during a Saturday night concert on a bridge in downtown Des Moines, according to the Des Moines Register ( ). Three of the newspaper's employees who were at the show said people attended to Loc, 47, for several minutes before fans were asked to leave. http://dmreg.co/ZAFc0j

Loc's condition wasn't immediately clear Sunday. He wasn't listed publicly as a patient at any Des Moines hospital, and no one answered the phone Sunday morning at the bar that sponsored the concert.

Loc's representative did not immediately respond to phone and email messages Sunday.

It wasn't the rapper's first time collapsing on stage. Loc, who is best known for his 1980s hits "Funky Cold Medina" and "Wild Thing," collapsed and had a seizure during a 2009 concert in Pensacola, Fla. Authorities said he had apparently overheated.

Loc also collapsed in 1995 while attending a Los Angeles Lakers game. The reason he collapsed wasn't given.

Loc has also appeared in a number of television shows and movies, including "Ace Ventura: Pet Detective" with Jim Carrey and "Heat" with Al Pacino. Loc has also been the voice of several animated characters.

Can a new search engine survive with google, yahoo & bing?

I think I can, I think I can... :)

Look, competing with Google? Yikes. No way.

But as always, niches can be king and dominating a niche can be done many ways - one of which is by offering a valid search engine.

I don't need to make as much as Google, Blekko, Dogpile, Ixquick, DuckDuckGo, etc, to offer a viable product and if not 'compete,' than still succeed financially. Plenty of room underneath the big fish, and it's a world of internet traffic, tabs, and options.

I'm launching my search engine next month. I don't expect to rock the world, but certainly have a strong plan to carve out a significant chunk. :)

Don't use Freelancer.com if you don't want to lose money

I am extremely disappointed with freelancer.com. It's been almost a year that I haven't used them and when I used the website 3 days ago, it is taking money from my paypal account daily... I don't know but I don't remember subscribing into something related to them and when I checked, they implemented a monthly membership fee of 4.95 or something.

I searched the internet and found tons of complains from their victims...

I read somewhere that they really scam people buy using some bidders. For example, you post a project, their representative will place a bid and when he won, he ask you to create a payment milestone and deposit money. The winning bidder then abandon you. When you contact customer support, they will freeze your fund until the bidder respond - and that won't happen anymore... So they have your funds and you have no chance of getting it back...

Karl Rove Mocks Sarah Palin Tenure As Governor

WASHINGTON -- GOP uberconsultant Karl Rove lashed out at former Alaska Gov. Sarah Palin (R) on Sunday, mocking her decision to leave office early. Rove's criticism was a response to comments Palin made at the Conservative Political Action Conference in which she suggested the poor performance of Rove-backed candidates in the 2012 elections indicates that Rove should get out of the political consulting business.

"If these experts who keep losing elections and keep getting rehired and getting millions -- if they feel that strong about who gets to run in this party, then they should buck-up or stay in the truck," Palin told CPAC Saturday, referring to Rove. "Buck up or run. The Architect can head on back to the great Lone Star State and put their name on some ballot –- though for their sakes, I hope they give themselves a discount on their consulting services."

Rove pushed back in an interview with Fox on Sunday.

"I'm a volunteer and I don't take a dime with my work from American Crossroads and pay my own travel expenses out of my own pocket and I thought she was encouraging volunteer grassroots activity and I'm a volunteer," Rove said. "Second of all, look, I appreciate encouragement I ought to go home to Texas and run for office and, it would be news if I did to have her support. But I don't think I'm a good candidate -- a kind of balding, fat guy. And second, if I did run for office and win, I would serve out my term and I wouldn't leave office midterm."

Palin famously resigned her governorship midway through her first term in office in early 2009, shortly after her 2008 bid for vice president came up short. Rove's Crossroads operation spent hundreds of millions of dollars on the 2012 elections, only to see nearly all of his marquee candidates fail to be elected.

Rove has since become a magnet for criticism from much of the Republican Party base for his more recent efforts to recruit candidates that are more palatable to voters than Tea Party favorites like failed Senate candidate Todd Akin, whose electoral bid collapsed after he stated that women are biologically incapable of becoming pregnant from a "legitimate rape." Rove's latest strategy has been interpreted by some Republicans as an effort to undermine hardline conservatives and move the party toward more moderate candidates.

Some Thoughts On Healthcare Costs And Orchestras

In the wake of a Facebook rant on the increase my healthcare insurance provider proposed this year, just north of 20 percent, a few colleagues wrote to ask my opinion on whether or not the Affordable Care Act (ACA) will have any impact on small to mid size budget orchestras.

ADAPTISTRATION-GUY-093I can’t claim to be an ACA expert and I would be surprised if anyone would be able to provide a reliable answer, but for most small budget orchestras, it seems that the ACA will have marginal impact. The only exception here will be those groups that provide some sort of flexible spending account that employees can use to purchase individual coverage.

In those situations, the benefit dollars may be able to purchase improved coverage but even then, it doesn’t appear that the ACA will be able to tip the scales for groups that haven’t been able to offer employer provided health insurance.

Whether or not the ACA will begin to lower overall health insurance costs and begin lowering premium costs for established is something I won’t even hazard a guess. But suffice to say, my confidence level in government and large corporations is not at what professional pollsters would categorize as “strong.” In fact, it would rank somewhere in the neighborhood of nonexistent so trusting them to work together to produce something that will benefit everyday citizens isn’t something I’d openly encourage.

Case in point, rate plans purchased on or before March 23, 2010 are entirely exempt from the majority of the ACA’s consumer protection measures.

ACA changes begin to transpire on October 1, 2013 and the dynamic impact on overall insurance rates is projected for early 2014. Pundits predict everything from debilitating rate increases to ushering in an age of healthcare insurance enlightenment. It doesn’t help that the current administration projects a mix of cost increases and cuts but in the end, current thinking estimates rates will increase for those with insurance and decrease for those without.

Regardless, it won’t likely have much impact on the orchestra field as a whole other than perhaps some of the top tier orchestras with Cadillac health care plans that offer near or full coverage for employees and spouses. Those stakeholders shouldn’t be surprised if they find themselves in some particularly ugly negotiation environments.

In the end, change is coming, and soon, so one way or another we’ll all be neck deep in results by this time next year.

100% Min Height issue

His meta tags are perfectly fine. Nav isn't useless at all, it's a replacement for Unordered Lists being used out of context (most menu's tend to follow an order) and also menu links having the redundant List Item tag around them.
NO, that's NOT what NAV is for -- NAV is to indicate the section is not content and can be skipped by accessibility UA's -- READ about NAV in the specification -- and that's WHY it's redundant to heading navigation if you use headings properly, which is to say NOT how that bloated ignorant half-assed crap known as HTML 5 says to.(assuming you're in a UA that actually cares about accessibility and ever bothered finishing it's HTML 2 implementations, so Opera and Blazer... and JAWS adds the functionality)

How Many Keywords We Can Target To A Single Url Of A Website

There is no max and there is no min .. simple.

However you site needs to be optimised for the keywords if you want to rank anywhere, so that's on page and off page seo along with "good" links, a variety of links and a variety of anchor texts etc etc.

So with the above in mind it's best keeping the main page to less than 10 (perhaps 5 imo) but ensure you target all other pages within your site to different keywords.

If you have a site with 50 pages and you target say 5 - 10 keywords for each 'page' then you can target up to 500 keywords in total (of course this takes time, money and time.. and did I say time?) By doing this on a kick ass site then you should hopefully see the potential of how many unique visitors you 'could' get.

I have plenty of sites which get thousands of visitors a day and all to inner pages not the main page.. why target the hardest keywords when the inner pages can rank for easier keywords which is less time / money. Lots of inner pages rang means you can bring in the UV's and make some money.

The always sharp Joe Patti published an excellent article on 6/24/2013 that examines just little some governments care about culture. In particular, he examines the state of New Jersey’s hate-hate relationship with the arts by way of their decision to pilfer a dedicated arts tax.

Instead of providing more funding as more revenue comes in to the dedicated tax, the state is raking the excess revenue into the general coffers.

“…the tax generated more than $1.1 billion for state and local governments since it was introduced 10 years ago, but only $184 million has gone to the New Jersey State Council on the Arts, the largest of the four agencies that should have received a far bigger chunk of the money.

It’s a cautionary tale for supporters of a separate bill that would take a slice of the sales tax to fund the state’s open space and historic preservation programs, which have run out of money. It might look great on paper, but without the political will behind it, the promises are hollow.”

Patti then wonders whether the ongoing Minnesota Orchestra Association (MOA) labor dispute and the involvement of the Minnesota legislature may play out.

I don’t have any firm answers but I do know that the ordeal can go in a number of directions. On one hand, it could serve as impetus for the state to become far more involved with regulatory oversight into how nonprofit arts organizations are being governed. The increased transparency would help keep everything above board and focused on the institution’s mission rather than personal and/or ideological diversions.

On the other hand, the involvement will poison the well for state arts funding as future politicians use the debacle to justify dogma driven disposition against arts funding.

Regardless, nonsense like what’s transpiring in New Jersey goes a long way toward reinforcing the notion that the arts can easily be kicked around without repercussion. It will be interesting to see if New Jersey arts orgs mount any resistance.

Cardinal Timothy Dolan's Mom Glad He Isn't New Pope

While there were predictions that Cardinal Timothy Dolan might become the new pope, there is at least one person happy that New York's archbishop won't be head of the Catholic Church. That person is his mother.

In a candid interview with KSDK.com, Shirley Dolan explained that during the recent papal transition, whenever commentators brought up her son potentially being chosen, she felt uneasy.

"The more they started talking about it over there, that's what really was getting me upset," Dolan told the news outlet. "It's not that he wouldn't have been good for the church, I know he would have and he would have done a great job, but I want him here."

The "Today" show's Matt Lauer caught up with Cardinal Dolan on Thursday and asked him about his mother's reaction. The cardinal laughed and blew his mother a kiss.

“I haven’t talked to Mom yet, but I send her my love,” Dolan told "Today."

On Wednesday, not long after Argentinian Cardinal Jorge Bergoglio was named Pope Francis, members of the press asked Dolan whether he was relieved that he had not been chosen as the new pope. The cardinal seemed to suggest he never thought he would be pope, at least not this time around.

“I’d like to say this, especially to the New York press: ‘I told ya so!’” Dolan said, according to CBS New York.

Still, some have already speculated that Dolan having his name floated for the papacy could bode well for his future. Terrence Tilley, chairman of the theology department at Fordham University, told the Wall Street Journal that it gives the cardinal a "boost that is quite remarkable."

"He becomes more of an influential person, a kingmaker in clerical and Vatican circles," Tilley said.

Travis Fox Drank 5 Beers Before Allegedly Shaking 7-month Old Son To Death: Police

SPRINGDALE, Ark. -- An Arkansas man accused of fatally shaking two of his infant children in separate angry outbursts was charged Thursday with two counts of first-degree murder.

A 7-month-old baby was brought Wednesday to Northwest Medical Center, where doctors found the boy to have suspicious injuries.

Under questioning, the baby's father, Travis Fox, 24, of Springdale, told investigators "that he violently shook the child for an extended amount of time because the child was `fussing,'"police said in a news release.

"He demonstrated the shake and it was violent," the release said.

Authorities said Fox acknowledged that he drank five beers before shaking the baby.

While the baby's death was being investigated, Springdale officers learned that Fox was under investigation for the Sept. 4, 2011, death of another of his children, a 6-month-old boy.

A Washington County sheriff's detective interviewed Fox about the baby's death in 2011.

"Mr. Fox admitted that he shook his 6-month-old son for 30-45 seconds because he was `fussing,'" according to a prosecutor's report. "Mr. Fox said he was angered and tired because he was up for two days without sleep."

The report says Fox told the investigator that he admitted drinking tequila the day of the first death and that he'd tossed the child on a chair.

"Mr. Fox admitted he needs help for his anger," the report said.

It was unclear Thursday whether Fox had an attorney. He was being held without bond at the Washington County Jail.

Steven Jackson, Falcons Agree To 3-Year Deal

ATLANTA — The Atlanta Falcons found their replacement for Michael Turner on Thursday by agreeing to terms with Steven Jackson, considered the top free-agent running back, on a three-year, $12 million deal.

The 29-year-old Jackson had 1,042 yards rushing and four touchdowns with the Rams last season. It was his eighth straight season with more than 1,000 yards rushing.

"I think this is a very big signing for us," Falcons general manager Thomas Dimitroff told The Associated Press. "It continues to bolster our offensive firepower. It gives us not only strength, power in running ability but also the versatility to catch out of the backfield, which is a very important part of this offense."

In separate posts on his Twitter feed, Jackson referred to Dimitroff and Falcons owner Arthur Blank as he thanked the Falcons for the new deal.

"To the AMAZING Atlanta Falcons Owner, GM & Management team, I SINCERELY THANK EACH OF YOU for making this happen. I EAGERLY anticipate 2013!" Jackson tweeted.

Jackson would have earned $7 million with the Rams in 2013 before he opted out of his contract to become a free agent.

He tweeted his thanks to the Rams "for believing in me & allowing me to be an integral part of this team for so many years."

Jackson's 10,135 yards rushing for his career are the most of any active player. He set career highs with 1,528 yards rushing and 13 touchdowns with St. Louis in 2006.

Turner's average of only 3.6 yards per carry last season set a career low. The Falcons released Turner, defensive end John Abraham and cornerback Dunta Robinson on March 1. He had 800 yards rushing, his low total in his five seasons in Atlanta.

Jackson averaged 4.1 yards per carry with the Rams and gives Falcons quarterback Matt Ryan another receiver to target. Jackson had at least 38 catches in each of his last eight seasons in St. Louis.

"We're hoping he has his best years ahead of him, there's no question about that," Dimitroff said. "We think he still has much fuel in the tank and I know that he believes that."

Turner's modest total of 19 catches last season set a career high. He had his first career touchdown catch.

The deal with Jackson came only two days after the Falcons announced tight end Tony Gonzalez is returning for the 2013 season after saying last year he was 95 percent sure he would retire.

The Falcons also have re-signed strong safety William Moore and right guard Garrett Reynolds.
